This legislation was first introduced on February 15, 2000, as H.R. 3661, the General Aviation Access Act, in the House National Parks and Public Lands Subcommittee, by the chairman with 15 cosponsors. The legislation would block efforts by federal agencies to restrict or arbitrarily prohibit general aviation's use of backcountry airstrips, by requiring prior approval by state aviation officials, and opportunity for public comment before closing landing site on federal lands, as well as requiring development of a national policy governing general aviation issues related to public lands. H.R. 3661 did not proceed well, so a provision was added to the FY 2001 Interior Appropriations Conference Report that prohibited federal funds from being used to close any airstrips on lands administered by the Department of Interior. Basically the same legislation (S. 68/H.R. 1363) was reintroduced as the Backcountry Landing Strip Access Act, on April 3, 2001, This was followed by negotiations by members of congress and AOPA with the Departments of Interior and Agriculture that resulted in policy letters from both Secretaries committing to the purposes of the proposed legislation. This, however took the pressure off passage of the legislation. Recent actions by BLM and the Forest Service in Montana and Idaho, not in accord with the policy letters, would close or limit access to backcountry airstrips prompted the introduction of H.R. 2776 on July 17, 2003. Sponsors of the bill believe it will pass in the House as it did in the previous congress, but the Senate has been more difficult. Passage of this legislation has been a primary focus of the Backcountry Airstrip Foundation. Oregon's two senators are well placed to support introduction of a companion bill in the senate; both have been supportive of the previous legislation. It is important that the Oregon Pilots Association and individual members contact our congressional delegation and urge them to again give this legislation their full support. I always like the thought that bringing in a new year gives us all a chance to handle things differently than we did the year before (sometimes situations need a second look). CO-OPA is changing; the Bend airport environment is changing. It is a great time to be involved in GA flying in Bend. Some of our members are on the "ad-hock" committee that is working with the city council to come up with a plan to improve our airport. This committee has done a great job and has been successful in helping our city council members understand the challenges facing GA and our airport today. At our first meeting in 2004, the new officers of the club took effect. I am now the Secretary/Treasure for the club as well as the committee chairman for our flying festival this year. I don't quite know how it all this happened but that is the way it is now. President - Gary Miller Vice President - Nancy Lecklider One of my duties as secretary now is to remind all of our members that your annual dues are now due. Yes, a whopping $10 is your annual financial commitment. I assume you know that as a small non-profit club, the annual dues are our cash flow for the year. With out the annual dues we really do not have the money to operate on. And as you all learned in your Business 101 classes in school, the lack of a cash flow can create big problems sooner than later. Please send in your dues for 2004, I'm sure you can find a CPA that will show you how to deduct this contribution off your taxes. Better yet, come to the next meeting ( potluck & meetings are on the third Thursday of each month) and pay me directly. I would love to meet and talk with you in person. Our flying festival is scheduled for June 12th this year. Our event is now part of the "BalloonsOverBend" weekend. Last year we just happened to have our event the same weekend as the Bend Chamber's "BalloonsOverBend". Our flying Festival was never really marketed as part of their event. Well, all this has changed thanks to the effort of a few of our members and the Flight Shop. Our committee is working with the local EAA chapter, the Flight Shop and the Bend Chamber to promote this event and the airport in general. We should have a great show this year with good attendance from the local area. Mark this date on your calendar. We are still looking for volunteers to help set up on June 11 and other aspects of the flying festival. A small commitment of a few hours would really help out. I hope this date fits into your schedule and you and your family can attend. Later this month, however, the five so-called naked-eye planets -- Mercury, Venus, Mars, Jupiter and Saturn -- will reunite in the night sky, giving spectators a unique chance to see Earth's closest companions in one easy sitting. The gathering will be visible every night for an hour after sunset, beginning around March 22 and lasting about two weeks. While other viewing opportunities will take place over the next few years, both at dawn and dusk, this one is not to be missed. "This particular planetary grouping will quite possibly offer the best nighttime views until 2036," says Dr. Myles Standish, an astronomer at NASA's Jet Propulsion Laboratory, Pasadena, Calif. For early risers, there will be another chance to see all five naked-eye planets together just before sunrise in December of this year and early January 2005. Since ancient times, the naked-eye planets have intrigued and inspired onlookers all over the world. But only sporadically, usually every few years or so, do their orbits take them to the same side of the Sun. When this happens, the planets stretch across the morning or evening skies depending on which side of the Sun they reside. More rare are planetary alignments in which the five planets assemble in a very small corner of the sky. "Every so often the five visible planets will collect on one side of the Sun," says Standish. "Only when conditions are right, will they all be clearly visible at either dusk or dawn." The Details To catch the planetary get-together, you'll need a good view of the sky, free of buildings and bright city lights (you should still be able to see the planets through urban light pollution). The show begins around March 22 and lasts through early April, when Mercury fades from sight. The finest views will take place during the last 8 to 10 days of March. Begin by looking to the western horizon each evening just after sunset. Seated in a row up and across the sky will be Mercury, Venus, Mars and Saturn. Saturn will lie almost directly overhead. Following the line of the planets, Jupiter will be close to the eastern horizon. Together, the planets will span about 135 degrees. About an hour after dusk, Mercury will dip below the western horizon. The Moon will also be attending the festivities, mingling through the planets in an orderly fashion. On March 22, it will take a seat next to Mercury, and then climbing up the night sky, it will end its tour on April 1 right above mighty Jupiter, the largest planet in our solar system. As the Moon slides from planet to planet, it will grow in size from a slender crescent to a nearly full circle of white. Note that Venus is currently brighter than usual because of where it lies in relation to Earth and the Sun. The Moon and planets will appear to follow nearly the same path through the stars. This is because their orbits around the Sun occupy planes that are close to that of Earth's orbit. The plane Earth moves in is called the ecliptic. If for some reason you miss the "Fab Five," another set of orbiting bodies will soon make a grand debut. In April and May of this year, two naked-eye comets, C/2001 Q4 and C/2002 T7, will grace the twilight skies. To spot the cosmic balls of dust and ice look to the west at dusk or dawn. A pair of binoculars will help to initially locate the comets because they may be slightly washed out by the Sun. We had a great time in McCall, Idaho this weekend (Aug. 13, 14 & 15) The Annual McCall Family Mountain Fly-in had a lot of planes and people from all over the country in attendance. There were volunteer Instructors, the FAA, Idaho Dept. of Aviation, Classic Aircraft on display, Seminars, Tours, Flybys, Parachute Jumpers, a Sat. night Banquet, a Sunday morning Pancake Breakfast and a whole lot more. The Instructors gave of their time for the wings program so you could get your Biennial "free" they also had the Pace program where the FAA inspected your plane if you asked them to and also they would go for a ride with you to evaluate your flying and give suggestions....no penalty action for any violations or problems... We had a good contingent of Bend Pilots and Planes attend. Bob & Nancy Lecklider, Mike & Ann Bond, Arnie & Carol Vetterick, Steve & Bobbie Wright (with their grandson Cole), Richard Benson and Don & Norma Wilfong with a total of Six planes...There may have been others from Central Oregon that I didn't see or think of. The Bend Airport Ad Hoc committee is just winding down. They have had their final meeting and will be giving their final reports to the City Council this month. The positive results of the hard work of the committee are already showing. The City has already hired a new Airport Manager and committed to funding the safety improvements the FAA wants at S07. Three of the committee members come from our membership: Ed Endsley, Dale Evans and Ken Sandine. When you see them, be sure to thank them for all their hard work. The squeaky wheel gets the grease and they have been squeaking overtime for us. If you have been around the Bend Airport recently you will have noticed our newest addition to the airport: Greg Phillips. Greg is the new part time Bend Airport manager. He brings a great background to the job and has hit the ground running. Do to Greg's hard work the Nelson Road realignment should be breaking ground any day now. He is working on finally getting an AWOS for us, and a host of other long delayed projects. You can see Greg in his new office, the old pilots sleeping room. Other good things could be happening soon at the airport. They City is negotiating to put large hangars where the North tie-downs now sit. The parking spots lost to the new buildings would be replaced by paving over the dirt area where the gliders now tie down. Epic Aircraft of Redmond is negotiating to move to S07. To keep it from the eyes of the spammers it has a username (S07) and a password (123.0). Any active local pilot should be able to remember those! Last Months Flyout: With so many fantastic things to fly out to in August we always have a hard time getting a large group together. On 21 August, Jack Kohler, Dale and Ginny Evans, Ed Endsley and myself flew out to the Baker City pancake breakfast, fly-in, airshor and steak feed. The supply of Huckleberries was limited ...still breakfast was great. The show opened with skydivers, but six Ospreys stole the show when they flew in formation circles over the ramp. After the formal airshow, Jack Kohler joined in and gave one of the locals a ride. Ed Endsley flew with me in my plane down the Oregon Trail to Ontario and Vale. Dragging a wagon up that trail must have been pretty hard. Dale, Ginny and Jack stayed over night to partake of the local hospitality. Then stayed over another night due to weather. New mailing list: The co-opa mailing list is intended to convey general club notices to the general membership. There has always been a dynamic tension between those that want to keep the email to a minimum and between those that want to reach out and touch their fellow pilots on a daily basis. Now we can have it both ways .... We have a new mailing list: mailto:co-opa-gab@rellim.com. Its purpose is to provide a means to just gab about flying in Central Oregon. Need a ride? I guess we were enjoying ourselves too much! However many photos were taken at the Madras Air show, as Don Wilfong will show below ... Madras Air Show: Quite a few of us flew to Madras and some of us even camped overnight. There was a lot of planes on display, a bunch of cars on display, and there was a great air show that lasted into the evening and included a sailplane carrying pyrotechnics There was plenty to do all day; they served breakfast; there were food and drink vendors all over the place; they even had a great potroast dinner a hangar dance with a rock band ... this event gets better every year so be sure and plan for it next year... This fly-in deserved a lot more of a write-up but I started too late and ran out of time ... I did manage to take a few pictures this time ... maybe they will help tell you how great it was. Don Wilfong McCALL FAMILY MOUNTAIN FLY-IN: We had a bunch of people from Central Oregon show up at McCall, Idaho for the fly-in; .Mike & Ann Bond, Bob & Nancy Lecklider, Steve & Bobbie Wright & their Grandson Cole, Richard Benson, Arnie & Carol Vetterick and Don & Norma Wilfong. With "Senior Moments" being what they are .... I may have forgotten someone or made a mistake or two...but there were quite a few from Central Oregon. It was well worth the trip with lots to look at in the way of planes on display (and many that were not on display but were just great to look at), good food and good seminars. Quite a few Instructors volunteered their time for the Wings Program. You flew one hour with each of three instructors and if you attended just one seminar too, it qualified under the Wings Program to replace your biennial. The Pace Program allowed you to have the FAA check both you and your plane out. If there were problems they would take no action and if your plane had a problem but could still fly okay they would give you a ferry permit to take it home to have the problem corrected."The Friendly FAA". The FAA, the State of Idaho Aeronautics, the local FBOs, the City of McCall, the Smoke Jumpers and everyone else that had a part in this great fly-in went out of their way to make it a really spectacular weekend. Be sure to plan for the McCall Fly-In next year and make your reservations for your Motel a couple of months early. We stayed at the Super 8, which is just across the street from the airport . Don Wilfong Non-COOPA visitor at the Big Creek Lodge The Leckliders and the Wilfongs went over a day early and flew into Big Creek and spent the night ... what a beautiful place it was ... very relaxing, the food was good and we really enjoyed ourselves. I did take a few photos at Big Creek to let you see how nice it is. More of the attractions at Big Creek BIG CREEK (U60) is a beautiful spot on the edge of Idaho's Frank Church Wilderness and it is just minutes East of McCall, Idaho. The airport is big, wide, long and has a big swail in the middle. It is no problem to land from either direction....but....the recommended direction is to land to the South on runway 19 (always consider density altitude as the elevation is 5743 ft). The lodge is old, quaint, clean as a pin, the food is good and the service is friendly .... the couple who were managing the place have now left and there are new owners.... so .... can't vouch for what things will be like. Put Big Creek on your list of great places to fly .... they do have a camp ground adjacent to the airport if you choose to camp... Don Wilfong Taking off from U60 WHAT A GREAT SUMMER FOR FLY-OUTS .... PROSPECT STATE (64S) ... almost forgot ... this was great also. I think we (Steve & family, Ed, Mike and Ann) were the only ones from Bend but some flew in from Southern California for a total of over 40 visiting planes. Went on an organized visit to a vineyard (free transport!), camped overnight, had a great barbecue and breakfast next morning. (Editor) And how about this record breaking CO-OPA line-up at Joseph ( ) ? RENO AIR RACES Anybody going to the Reno Air Races? I'm landing at Carson City (CXP) Saturday afternoon, Sept. 18, picking up a car at the airport, and driving to Stead Sunday morning. The unlimiteds race Sunday afternoon. GREY MATTER I just read an e-mail from Gary Miller that Mike Bond has been kind enough to put together a newsletter for our Club. A big thank you goes to Mike Bond for taking this endeavor on. My message to our club members includes ramblings about a few things that have been rolling around in my head. I have about 20 minutes to write this before I am to leave on a 650-mile bike trip through Southern Oregon for a week (unfortunately, it looks like we will have IFR weather through-out the week). One of my requests are that when our members are attending an air show/fly-in if you see an interesting airplane or display, please tell them about our event next June 11th. If possible, get a contact name and phone number/e-mail address. Staying with that thought, it is not too early to think about what we want to do as a club for our event next June. My feelings have changed a bit after what captured the public's attention at our last Flying Festival. As pilots we tend to think just about aircraft that we would like to see. The uninformed public will tend to migrate towards things that they can identify with ie: Coast Guard helicopter, Hot air balloons, and military aircraft. Many thanks go out to Don Wilfong for collecting dues from our membership. Don made some phone calls and sent out e-mails that reminded folks that their dues are due. Gary Miller SAFETY CORNER: by Joel Premselaar When Mike Bond extended a not-to-be-denied invitation to me to again write articles for COOPA's newsletter, I had no choice but to accept. It will take weeks for my still twisted arm to heal. I mentioned to him that the last few times I attended a COOPA meeting, I noticed that there was a preponderance of strange faces. Mike has an answer to everything. He assured me that that's O.K. since all pilots are strange anyway. The point I was trying to make was that the new "strange pilots" ought to be exposed to the articles in the past newsletters, but I was concerned that those who had been subjected to the early writings would be "turned off" by repetition. Mike, being Mike, said, "That's fine, everyone needs a review now and then." We finally settled on reruns with embellishments. VISION Oh say can you see by the dawn's early light or at any other time? "Heck", you say. "I can see. Didn't I pass my flight physical?" Sure you did, but was the perception of your eyeballs tested under kinematical conditions? Forget about unusual attitudes for this discussion. Instead, think about fancy terms like (I hate that word - like) open field myopia, autokinetic effects, the Gibson effect, and other illusory tricks your rods and cones and that stuff between your ears play on you. Perhaps these phenomena will change your attitude regarding the unusual. My interest in this began when I was returning to the Naval Air Station Moffett Field from dive-bombing practice in a Cutlass (F7U). Two Cougars (F9Fs) were attempting to rendezvous over the base at 20,000'. They tried all the usual tricks but still could not see each other although I, some 30 miles away, could see them clearly. Superman, that's me, I thought. I then noticed that my gun sight was still on; so, looking at the armament panel, I turned the sight off. Closing on the Naval Air Station, I searched for the Cougars but could not find them. Why not? I was closer than when I first saw them. Cause and effect prompted me to turn on the gun sight again. After a bit of delay, there they were! Based upon their radio calls, I knew that they were still unable to make visual contact. Fast-forward about 12 years. I was engaged in fighter cockpit design for Boeing. When I related the aforementioned Cougar experience to Dr. Con Kraft, a Boeing experimental psychologist, he explained, "Because the gun sight image is collimated (makes all rays of light parallel), the reticle on the windscreen is projected to infinity taking the your eyes along for the trip! Without the gun sight to take your eyes to infinity, you experienced open field myopia. When there's nothing out there you become myopic; i.e., your eyes automatically focus to about 30 inches in front of your nose. You wouldn't see a 747 until it swallowed you." Con Kraft opted to jump at the chance to conduct experiments regarding open field myopia, an all new world to me. How about this? You're flying in a haze (not you, I mean the weather). Your gaze reveals nothing but haze. Or you're at a high altitude therefore the horizon is well below so nothing's out there but open sky. Or, you're a hotshot instrument pilot and you're in the soup exercising your sphincters. Your nose is glued to the instrument panel. All of the above produce the same effect via different means -- open field myopia. With your "head in the cockpit scenario" the results would be the same. You're myopic. "Okay. So what," you say. Well since you ask, I'll tell you. I was one of several pilot type subjects involved in a series of tests to determine the time it takes to adapt from near (myopic) to far vision. I was also one of the guinea pigs for other experiments. I'll describe those at a later time. The results of these tests were eye openers (pun intended). Focusing time to adapt from near to far vision depends upon the following: the time spent in a myopic state, the number of gray hairs you sport (age), and the level of illumination. Oh, you want numbers*. Well, if you're 21 to 25 years of age and your near vision dwell time was 240 seconds, it will require an average of almost 4 seconds to undo myopia; however, if you're 50 to 55, and you were at near vision for half that time, it will take almost 8.5 seconds to adapt. For an average aged person working at near vision for 240 seconds under low-level illumination (night), the average time to adapt is almost 5.5 seconds whereas with high levels of illumination (day), adaptation takes an average time of a bit over 3.75 seconds. Think about that 8.5 seconds for adapting from near to far vision, add 4.4 seconds for decision making, operating controls, and aircraft response. This totals about 12.9 seconds to clear that Mooney coming at you head-on. Suppose a rare day where visibility conditions are optimum. Forget that you have to be looking at a flyspeck and the need for the sun to flash that flyspeck. Assume a 350 knot head-on closing rate. You'll have to spot the small frontal area of the Mooney and take evasive action before he reaches 1.25 nm from your nose to keep from littering the terrain with aluminum, and other gross things. Studies of pilots' eye movements during landing showed that they were looking out of the cockpit only 56% of the time. The remainder of the time was the sporadic checking of airspeed. During a 60 x 1.3 (78) knot approach for landing at dusk you'd have to spot that deer on the runway from beyond a slant range of almost 1700 feet! Would you dare to look into the cockpit to check your airspeed? When airspeeds were fed to the pilots aurally, their eyes spent almost 100% of the time outside of the cockpit (gee, that must have hurt). Finally, assuming you're not bald, for you gray headed instrument pilots -- until head-up displays become cheap enough for G.A. aviation, rethink your personal minimums for instrument approaches. (More on this subject next month) * The numbers for this information came from Boeing reports, Wright Air Development Center Technical Report 58-399 "Vision in Military Aviation" and from personal experience. I have a copy of each report that you may peruse. SEPTEMBER 18TH FLY-OUT Planned destination, Tillamook, was IFR so BNO became the alternate. Only Norma, Don and Gary made it and they forgot their cameras, so the only proof was from Gary's cellphone (camera included). They were the only folks at the airport, so who took this photo? You'll never guess the answer ... [photo] Don Wilfong's narration follows ... We decided on a trip to Burns (BNO) ... "just for fun" we followed the highway all the way there. We did have to climb backup to get to pattern altitude at Burns. There was no one around at Burns Airport...but there was a set of keys and a sign-out sheet for the courtesy car (a Chevrolet Police Car) with fiber glass rear seat and no door handles in the back. (I wonder why Bend can't arrange for courtesy cars?). We drove on out to the Truck Stop in Hines and had a "Trucker" size meal ... there was plenty of food and it was really good. We enjoyed our visit and the many pictures and posters of old time actors like Marilyn Monroe, Jimmy Dean and others that adorned the walls of the caf?. The "small town" friendliness is always nice. We decided not to head straight home...so...we flew North and landed at the Ponderosa Ranch airport (OG14) which is 5000 ft. long and paved, but with a strong cross wind (in fact it was hard to determine which runway it favored) so we got some practice in cross wind landings. After we returned home I contacted the owner of the Ponderosa Ranch to see if we could have a fly-out there. They are not geared for a fly-in group...too bad as it is a beautiful place and would have been a fun place to go. We then flew a few miles North and landed on the Seneca Emergency Strip (OR98) which is gravel, narrow, short and has power poles close to the final approach. We had the same crosswind component there also ... more practice. The rest of the trip was uneventful and a little longer than usual as the strong crosswind turned into a strong headwind. Gary returned to Bend (S07) and we flew on home to Pilot Butte (8OR5). We understand the weather did not look excellent but we can almost always go one direction or another for our scheduled fly-out day (sometimes it's breakfast in Bend!) but give it a chance and come on out to the Flight Shop and be ready to go ... We missed you for this fly-out, but we had a great time anyway .... Bend Airport Ad Hoc Advisory Committee Completes Work contributed by Dale Evans The Bend Airport Ad Hoc Advisory Committee delivered its final report to the city council on September 20. The committee appointment expired at the end of the month. The June 4, 2003 resolution of the city council that established the committee specified four tasks the committee was to accomplish: 1) Recommend its vision for the future of the airport; 2) Based on that vision, recommend an appropriate management model for the airport, considering cost and funding; 3) Provide advice on whether the city should manage airport property through a ground lease program, or begin a program to develop city hangars for leasing; and 4) Recommend a permanent committee format to replace the ad hoc committee. The city council resolution also called for appointment of seven members, including two airport users, two residents from the vicinity of the airport, and the remainder from the community at large. Members included airport neighbor Kent Neuman, who was elected chairman, Curt Baney, John Flaherty, John Taylor, and OPA members Ed Endsley, Ken Sandine, and Dale Evans. Central Oregon OPA Chapter President Gary Miller attended all of the approximately 23-committee meetings, and provided valuable suggestions. The full committee report is not yet available on line at the city web site, and may not be put there. Airport manager Greg Phillips might be able to locate a copy. To ensure we were on the right track with the council, the committee, on January 5, 2004, presented a proposed vision statement to the city council ........ "The City of Bend envisions its airport to be a vital community resource and an integral part of transportation and commerce in Central Oregon." Because interpretation of this statement would guide management and future development of the airport, the committee deemed it wise to elaborate on the vision statement, and included a mission statement with goals for management and development. This was endorsed at the meeting by council member head nods. The committee then considered the second task, management models for the airport. We reviewed sale of the airport to a private entity, contracting with a private entity for management of the airport, and recommended the third option, that the city accept responsibility for the airport and employ an experienced airport manager. We were partially preempted on the airport management issue when, at the committee's February 9 meeting, the interim city manager and department heads advised us they had convinced the city council that professional management of the airport was necessary. The council, however, would only approve budgeting for a part-time position. On the third issue, the committee recommended the city not construct hangars, but instead lease available land to developers. We further recommended that the city proceed quickly to develop the east side of the airport to address the significant current demand for hangar space and aviation related commercial activities at the airport. For the long term, perhaps the most important task assigned by the city council was to make the case for appointment of a permanent airport advisory group to replace the ad hoc advisory committee. We briefly reviewed the history of airport management after the Bend Airport Commission was abolished by the city council on April 2, 1997. The committee's recommended steps to form a permanent advisory committee are discussed in the report. REMINISCING ABOUT '005 by Randy Potter My plane was at The Flight Shop having a radio installed, the KX-170B with KI-203 I had purchased recently. Imagine my surprise when I looked up and saw one of the first planes I ever flew sitting across the hangar. There it was, a red Cessna 150, N63003. I started learning to fly in Hillsboro in a Cherokee 140 owned by my instructor. After his students soloed he liked them to join the Portland Flying Club, $100 a year dues plus hourly rental charges, so they would not be tying up his plane. They had planes both at HIO and TTD, the former being where I took lessons, the latter being close to my house. Plane rental was relatively inexpensive back then, $19 and hour plus $10 an hour for my instructor. $17 an hour for a Cherokee in the club, but I switched to flying 150's because $13 and $15 an hour was even less expensive. And besides, when learning in a 150 you get more bang for your buck - since it flies slower. Though I flew several different 150's at the two airports, I did most of my solo time in that plane; 21 flights according to my logbook. I did my short and long cross countries in it. I learned stalls and spins in that plane. And I got my Ticket in that plane, from Carl Dietz at Mulino, back when it was a crossed set of grass runways, with grass and bushes so high you could not see cross landing traffic. I remember arriving at Yakima on my long cross country and not being able to find the airport. They turned on the lights, then turned them up, then flashed them on and off. It was an interesting lesson in 'how to find an airport', and I was afraid they would call my instructor and tell him how stupid I was and that I should not be allowed to fly unattended. On my next leg I flew at 10,500' over the Seattle TRSA on my way to Kitsap County Airport in Bremerton, to visit my brother - who was working so I had lunch with my sister-in-law. There was the time I flew my wife from TTD to Albany for dinner, a couple weeks after I got my license. Down in daylight, returned by the lights of I-5, street lamps and porch lights. Had a smooth flight both ways and a great time. I later learned I enjoyed it a lot more than she did. Then there was her second, and last, flight in a small plane. We were flying up to Arlington, Oregon, Sunday morning to preach at a little church. We hit some doozy turbulence, and a downdraft that dropped us from 2400' to 1800' in a couple seconds. My wife's purse floated up to the ceiling, she freaked out, and opened the door and tried to climb out - she even had one foot outside the plane! Thank you God for inventing seatbelts! Now, there was this time I was flying over the Coast Range when it got so hot in the cabin I thought there was an engine fire, radioed an emergency return to HIO, and had the fire extinguisher sitting on the passenger seat in case it was needed. My wife was a "burn nurse" at Emmanuel Hospital, and I knew for sure that I did not want to be her patient. (She lacks compassion - nobody wants to be her patient!) Turns out it was a broken heater control, so it was pumping maximum engine heat into the cabin, on an already hot summer day. But that was a different 150, not sweet 003. I had not seen that plane in 25 years, yet it still looked as I remembered it, and my mind went back to these, and many other, fun experiences I had in that plane. When I returned home I immediately went to my flight bag and opened my logbook to verify the tail number. Oops, it was N63005 that I flew, not Bob Nash's nice 003 ... two digits off ... but no matter, I enjoyed reminiscing about my early training, early flights, my instructor Ken Foote, trips I made and dreamed of making, and ... 63003, 63005, what the heck - just go flying. So I drove back to the airport, took off the cover, cranked it over and went flying in my Cherokee. When I landed, 90 minutes later, I realized I had just had one of the most fun and relaxing flights of my life. FLY-OUT ON SEPT. 25 !!! Sat. morning was clear and beautiful in paradise (Central Oregon) and visions of all the excitement at the "Astoria Airport (AST) USCG Open House and Air Fair" danced in our heads as we got up and around ready to fly. Our group consisted of Gary Miller (in his Turbo Centurion), Mike and Ann Bond in their Cardinal RG, Bob and Nancy Lecklider and Don and Norma Wilfong (in their Skylane) the Leckliders rode with the Wilfongs). [photo] We knew the coast would be foggy, with no clearing until after 11:00, so we planned to fly to one of our favorite spots, the Flying M Ranch (OR05), for breakfast (this would give the fog time to go away at Astoria) and then fly on over to AST for the days fun. But both the valley and the coast were socked in. We gathered at the Flight Shop about 09:00, checked the weather again, talked about going to Ontario for their fly-in and after much discussion it was decided to fly to The Dalles (DLS), have breakfast and check the weather again for Astoria. Gary called Dean and Wendy Cameron to have them join us for breakfast but they must have been out on their sail boat as we couldn't contact them. The weather at The Dalles was beautiful and if you can imagine there was almost no wind at this normally "very windy" airport. We had lots of time to visit while we waited for our breakfasts to arrive from the kitchen (while we were waiting for our food we heard a loud crash in the kitchen...it may have been a large tray with our food on it). We think the cook had to start over, but our food did "finally" arrive and we all ate our fill. We checked the weather again and decided we could probably follow the Columbia on down to Astoria. The Bonds headed on home to Bend and Gary, the Wilfongs and the Leckliders decided to give it a try. It was absolutely beautiful flying down the gorge. At about Cascade Locks we called Portland approach and picked up Flight Following. They directed us to fly directly to Woodland, WA and then proceed on to Astoria. Gary was in the lead (his Turbo Centurion is faster than our Skylane). By the time we reached the river we were at the old Trojan Power Plant and the weather had deteriorated to the point we decided we could not continue, so we turned back and landed at Scappoose. Airpark (SPB). We joined the line of waiting aircraft so we could fill our tanks with $2.45 a gallon 100LL (makes you wonder why we pay over $3.00 a gallon here). Gary has since found out there is a caf? across the road from the Scappoose Airport that might be worth lunch. We left Scappoose and headed on down to Chehalem (17S) (Near Newberg) where Gary landed (Gary is working on his list of Oregon airports he has landed at ... this makes 67). We circled over Newberg and waited for Gary to take off again and then we headed for home. We never saw each other until we saw Gary turn final at Bend. We landed at Pilot Butte International (8OR5). Gary drove on over to our place and we had snacks and refreshments, and discussed the days fun. Gary headed home and I drove Bob and Nancy back to the Bend Arport to pick up their car. We would like to encourage more of you to join us for the regular monthly fly-outs and for the other fly-outs we have (like this one). We may not always get to go where we planed but we always have a good time and hope you can join us soon. Don Wilfong City Council Moves Forward On Bend Airport Development by Dale Evans The Bend City Council has approved leases for Jeriko Developments and Paladin Corporation to construct hangars on the west side of the airport. Jeriko will build on what may be the last site available for large hangars at the north end, and Paladin will build on the paved, sloping north tie down area. Paladin will relocate the displaced tie downs to the area in front of the round-top hangars where the city's open T hangars were located. This will put all aircraft tie downs in one, more secure, less sloping area. Airport Development ... continued. Development was approved for a location on the east side of Bend airport, approximately mid-field. Aircraft Investor Resources, creator of the Epic LT six passenger composite turbo prop, will build there to continue development and manufacture of its new airplane. [photo] Epic LT The State wants Bend Airport to be the site for the proposed Epic Aircraft factory. They are talking to the city about $500k in outright grants and $500k in contingent grants to make it happen. That would fully fund roads, utilities and a factory building on the East Side, adjacent to the existing Lancair building. This is on the fast track and could happen this winter. A building rush may occur on the east side when infrastructure is provided, just as occurred on the west side of the runway when utilities became available. This would be a great thing for Bend Airport and for the local economy! Insights on technology Computer scientist Bjorne Stroustrap, who originally developed the C++ programming language, once said in an address: "I used to wish that my computer would be as easy to use as my telephone. My wish has come true. I no longer know how to use my telephone." OCT. FLY-OUT !! Weather permitting, let's head for Nampa Municipal (S67) in Nampa, Idaho. The Warhawk Air Museum is located right on the field and it is a very interesting place. I will check for a good place to have breakfast at Nampa....or we could land at Caldwell Ind. Ground breaking on their new building at S07 will be this December. It is just amazing to see how fast the Bend City Council can move when properly motivated. Well, 'taint necessarily so! Yeah, I know what you're thinking, "Here he goes again; pontificating about vision." There's a lot more to the subject than I'm presenting herein. After I discuss the "Gibson Effect," and other landing allusions in the next installment, I promise that I'll move on to other subjects. I don't know the reason for it but, in the aviation pubs ... er ... publications, O.K. in the pubs too, the subject of vision from a pilot's perspective is somewhat neglected. This is serious stuff, but I'll try to make it brief. Some of the following applies to night and some to both day and night conditions. Your eyeball has rods and cones. You knew that. At high light levels, you see both details and color with your cones, which are concentrated at the center of your eye. The field of view of your cones is deceptively small. The number of cones drops precipitously as they depart from the center. No doubt, you also knew that you have a blind spot about 17? on the nose side of each eye. In the dark, the cones barely function, if at all. Your best vision is with your rods and they grow in numbers toward the edges of your field of vision. In the rod mode, everything is in shades of gray and details are compromised. The rods are highly susceptible to oxygen deprivation. That's why the military demands that you start using oxygen at 5,000' MSL at night. When pulling "G's", the brain is deprived of oxygen carrying blood so you start blacking out from the periphery. Just before blacking out, it appears that you're looking through a tube. One other thing, you have dutifully taken half an hour to night adapt haven't you. Yeah! Right! When scanning for an airborne target. Remember your rods and cones. Stare sector by overlapping sector. If you swing your eyeballs, they'll jump and you'll not see the target called out to you by ATC. Remember also that ATC calls out the target relative to your magnetic course and not your longitudinal axis. As proof, challenge a companion to smoothly swing his/her eyes across the room and watch them go spasmodic. Now have them track your finger as you move it across the room. Their eyes will track a moving target smoothly. If you do spot a target anywhere in a sphere around you and it grows larger while maintaining a fixed relative position to you, you've become a player in a game of "chicken" 'cause you're on a collision course. You may very well have a target out there on a collision course if you're in the boondocks scanning without radar support. Change heading every so often to induce relative motion. You're more apt to see a moving target than a fixed one. Consider the above as you read on. While staring at a bright star, select a faint star 15? to 20? to one side of it. Now try to look directly at the faint star. Well how about that? It disappeared. Want to see it again? Look back at the bright star. Lo and behold, there's that faint star right where you first saw it. Lesson learned: when it's dark, and you want to see a particular object, don't look directly at it. Weird things happen when you encounter a single point light source at night. This is not hard to come upon in eastern Oregon. Stare at it and it will appear to move. That's an autokinetic illusion. You can produce this phenomenon at home in a dark room with a single point light source at the far side of the room. Moreover, if your wings are level and you spot a light on the ground and somewhat to the side, you'll get a true perspective of altitude. Banked toward the light, it will appear to be at your altitude and you'll instinctively want to climb. Banked away from it, you'll swear that you've gained altitude and swear aloud as you pitch into oblivion. Fly directly at it. Pitch change will fool you; e.g., nose up creates the illusion that you're at a safe altitude. Night crashes in airports serving about 20 cities that included Tokyo, Mexico City, and Big Springs, Texas tweaked the curiosity of Drs. Con Kraft and Charley Elworth, both of Boeing. They found a common denominator for the crashes. Each runway involved served a lighted city that spread out and slanted upward beyond its airport or had a humped runway. The background lights created a deceptive reference for the pilots on the approach. Kraft and Elworth simulated the situation with an adjustable backdrop and "flew" eleven of twelve experienced test subject pilots into the ground (yours truly among them). From the figures, note that the minimum speed addressed is 120 mph. 1.3 x Vso for us, the "bottom feeders" of our atmosphere, is 78 mph. In terms of time to the runway, the difference would be negligible; however, we'd be closer to the runway when we scattered aircraft parts short of it. BELIEVE THE VASI! Think twice about planning a night arrival at an airport that fits the above description and does not have a VASI or its equivalent, especially if its approach is over water or unlit terrain. If you or someone you know has a private airport (A heads up to Don W. and Don M.; maybe Madras or the county will fund the following) I will, upon request, provide plans of an inexpensive "Poor Man's ILS" used by the Navy at Moffett Field (San Francisco Bay area). The Poor Man's ILS adds another dimension to that provided by a VASI in that it provides both glide slope AND azimuthal inputs to the pilot. It is constructed using plywood panels and 4"X 4" posts or other materials of choice. Haze, whether weather created or caused by your windshield's condition, will make you think you're high in your landing approach resulting in a clear-cut case of OOPS and OOFDA! If the terrain or lights behind a hill are disappearing as you approach it, you'll make a definite impression on Mother earth. If the terrain or lights behind the hill do not change, you'll ricochet off its top. Happiness is seeing the terrain or lights emerging from behind the hill. When VFR on top, do not use the clouds as a reference for the horizon; they can be slanted any which way and so will you be. Digest the above and then think: "John Kennedy Jr. Accident" With a 'fright' instructor aboard, experience how subtle an entry into a "Grave Yard Spiral" can be. RULES AND LAWS: The rules are made by men who think that they know better how to fly your airplane than you. The Laws (of Physics) were made by the Great One. You can, and sometimes should, suspend the rules but you can never suspend the Laws. THE ALVORD DESERT by Steve Wright The Alvord Desert is a large dry lakebed located in southeast Oregon, just east of the Steens Mountain. One of the attractions of the area is a hot springs, located on the southwest edge of the lakebed, near a gravel road. The beauty of the Steens Mountain, combined with the adjoining flat desert/dry lakebed, is fabulous. The weather in the summer can be quite warm, 80's - 90's. Nights can be chilly. The hot springs always warm the body up. The nighttime stars are infinite. The Alvord Desert is a dry lakebed only part of the year, in the warm summer months. Other times, the lake can be wet and muddy. Bobbie (my wife) and I have been flying to the Alvord Desert for the past 2 years and this year marks the third. The area is also accessible by road, with reported travel time from Bend to be 4-5 hours. Typical flying time in my Cessna 175 is 1.5 hours. Landing the airplane on the dry lakebed is smoother than most paved runways. We typically park the airplane on the edge of the dry lakebed, near the gravel road and hot springs. We bring all our camping gear, food, and lots of water. I hear this is one of the driest areas in Oregon. Starting this past September, I began thinking about the Alvord Desert, trying to plan a camping trip there. Weekend after weekend, it just seemed to not work out for me for one reason or another. October arrived with a great Indian summer. I had been watching the weather and knew that warm weather had to be nearly over. The weekend of October 15th-17th looked pretty good, although I knew a small front was expected toward the end of the weekend. Prior to our departure from Bend, it looked to me like the Bend/Burns/Alvord Desert areas would not be affected significantly by this cooler/wet weather. We departed Bend on Friday, 10/15/04, around 12pm. The flight over the high desert was nice. We had a slight tail wind, which is always nice, and negative turbulence. We meandered up and around the Steens Mountain, viewing small lakes, streams, and fall colored aspen trees. The top of the Steens is nearly 10,000 MSL. And appearing over the east side, a beautiful white, dry lakebed. As I figured there was some wind pushing west over the top of the mountain, I did not fly over west and straight down to the lakebed as there was sure to be rotor/turbulent winds. We flew down the south side of the Steens, eventually veered to the east, and approached the desert from the southeast. This all looks so nice. We circled the area near the hot springs, checking the color of the lakebed: light tan color good, dark brown color bad. With various car, ATV, motorcycle, land yacht tracks on the desert floor, all looked well for landing. We stepped out of the airplane around 1:30pm. It was 79 degrees outside with little wind. Within about 10 minutes of landing, a pickup with two guys drove up and offered us a ride to the hot springs. How nice. However, we declined for the moment, mainly due to just arriving. We unloaded all of our camping gear and got the airplane tied down. I have been told by more than one person to make sure the airplane is tied down really good. The Alvord winds could really get strong sometimes. Later that afternoon, we walked over to the hot springs. Those hot springs do wonders. We always seem to meet nice people there too. We figured it was about a 15-20 minute walk to the hot springs from our airplane. A relaxing stroll back to our camping spot, Bobbie set up our tent, I cooked up some dinner, we enjoyed a beautiful sunset, and had a nighttime campfire. Saturday morning arrives. And it was nice on the desert, weather wise. The days temps got up into the lower 80's, abundant sunshine, and we even saw a few dust devils in the area. We took a hike up to the local orchard. The peaches, plums, and apricots were well gone, but there were lots of juicy apples. Hiking back down from the orchard lead us to the hot springs. Once again, the heavenly soak. While at the hot springs, a guy walked up, who I recognized. His name is Carl. He is 86 years old and lives in a house about 1 mile south of the hot springs. This is the only nearby house. Carl is basically the caretaker for the hot springs, which is actually owned by the Alvord Ranch folks. The Alvord Ranch house is 10 miles north. We had a good soak with Carl and learned a lot about the area. He offered us a ride back to our airplane and tent after our hot soak. We gladly accepted. Carl had previously told us a bunch of flying stories too and I got the idea he really liked flying. I offered to take him up for an evening airplane ride. His eyes got real big; you just knew he wanted to fly. So off we went. We flew about a half hour loop around the lake, over plateaus, hills, valleys, saw a bunch of wild horses, flew over Carl's house, then in for the easy greaser landing. We enjoyed another evening meal and a good campfire. More stars and a small crescent moon. That evening after we retired in the tent, the wind started kicking up. Must be the front moving thru, so I thought. Our tent blew, rattled, and shook most of the night. I think I got 2 hours of sleep. Sunday morning arrives ... Still windy ... I got out of the tent to see some pretty wild looking clouds all over the place. And these clouds were moving like racecars. Not the time to be flying. I consider myself a fair weather flyer. Leaning in the conservative direction and making the no go decision when there's any question. The original plan was to fly home Sunday morning. Our other plan was to fly home Sunday evening if we needed to wait longer for this front to move thru. It was cloudy and windy most all day Sunday. We went to the hot springs in the late morning ... Ahhhh ... Met some more nice people. A few raindrops fell on us from time to time. We headed back to camp for the afternoon. I took about an hour-long bicycle ride on the desert, by Carl's property, and up in the hills. Then headed back to see Bobbie and have some dinner. We still had a couple hours of daylight and thought we might just try for one more hot springs dip prior to dinner. The time was about 430pm +/-. We started walking away from camp toward the hot springs when it started raining, big drops. We decided to not go. We turned around and got into the airplane to get out of the rain. The rain really started coming down hard. The wind was gusting out of the south. It was about 55 degrees. I had called Redmond AWOS and Burns AWOS a couple times. Bend was at 6C for quite some time, Burns had recently dropped from 17C to 5C. This sounded like a pretty cold dose of air coming in. We are in the airplane and it is getting more windy by the second, pouring down rain, hail starting to mix in. At some point, I noticed the wind shift from south to northwest and the temperature started dropping fast. We went from 55 degrees to about 37 degrees within a half hour it seemed. The airplane was rocking and rolling. We didn't want to get out, but we sure didn't want to continue this uncontrollable ride. The airplane was tied down and holding, but one time the airplane seemed to pop up a few inches. Could this thing get airborne with the extreme wind? I started seeing my airspeed indicator coming off the bottom. Not good. It registered higher than 45 MPH with some of the wind gusts. Much of the desert/dry lakebed ground around the airplane was muddy and slick by now. We looked out the windows as our tent was blowing, shaking pretty hard, leaning, being pushed sideways, and flattened. Finally, one of the tent supports broke. The tent stakes were pulled out of the ground due to the wind and rain. The tent flipped over. It was starting to get dark, the wind and rain were not letting up, and our tent and gear were ready to fly across the desert. I decided to brave the elements and go rescue some of our gear out of the tent before it was lost. I transferred a majority of the camping gear from the tent into the airplane. Got soaking wet in the process and was slipping and sliding over all the mud. Back in the airplane I went. We were waiting and hoping this mad storm would calm down. Well, it didn't calm too much, although, now the airspeed indicator was registering 35-40 for gusts. I told Bobbie we should get out of the airplane, make a run up to the road, and head over to Carl's house. We were getting anxious for some permanent shelter. It was dark by now and we had been rocking and rolling for about two hours. I could see the lights on in Carl's house from the airplane. The house was about 1 mile south. I gathered a backpack full of essentials and we made a run for it. Running up through the sagebrush away from the lake, ground was a bit muddy, wind in our face. We made it up to the road in a few minutes, then turned south toward Carl's house. We made it to Carl's, it was about 8:00pm, they took us in, fed us dinner, and gave us a nice dry/warm bed to sleep in ... Ahhhh ... We were out of the storm. I slept pretty good that night. We had been told we might not be able to fly out for a couple days or more due to the wet desert floor. An option considered was towing the airplane up to the gravel road for take off. Or, we might not be able to fly out due to adverse weather. Monday morning arrives. I looked outside and saw a beautiful, mostly clear sky. The weather looked good. Now, the big question was, is the lake bed dry enough to fly off? We had a quick breakfast at Carl's, who gave us a ride over to the airplane to check the damage and see if we could fly out. The desert floor was dry enough, the airplane was in good shape, the tent, that's another story. A look at the Steens Mountain revealed a dusting of snow. Clouds obscured a majority of the mountain. However, the south side of the mountain looked clear. We gathered all our gear, packed the airplane, and flew out of there. The flight home was done at about 7,000 MSL most the way. Clouds were broken and overcast above us. Snow was noted on a majority of the ground below. As we neared the Bend area, the clouds began to get lower, so we got lower. As we got within 2-3 miles of Pilot Butte a light mist rain started. No problem, we are there. It looked like we flew through the small window of opportunity from the Alvord to Bend. WE MADE IT BACK !!! I think if we had not flown back Monday morning, it might have been several days before the weather was VFR again. That was one big cold front, a bold start for the 2004/2005 winter season. Lessons to be learned: Be prepared, have options, carry tie downs, help those in need, and enjoy every day here on Earth. A true and memorable Alvord Desert trip we will never forget. A BIT OF HISTORY: The only DC-2 left flying in the US ... and if McDonald Douglas had not been 'acquired', this one may not have been added to the Air Museum at Boeing Field! This particular DC-2 came off the line as No. 77 (out of 156), on March 13, 1935, to join the Pan Am fleet (also another bit of history). SEPTEMBER FLYOUT: Gary took some great photos which didn't get into last month's Newsletter ... here is a selection ... (in the PDF file on COOPA website) REDMOND TOWER TOUR: Sat. Oct. 23. Plans were made to fly to Nampa, Idaho, have breakfast and visit the Warhawk Air Museum ... well ... with the weather looking like it was not going to co-operate, a contingency plan was made to meet at the Fountain Place Restaurant, have breakfast and then go on a tour of the Redmond Tower. We were set, no matter how the weather turned out and Dwight said if we were able to fly somewhere just call them on the tower frequency and cancel the tour. We met at the Flight Shop and after a consideration of the weather we decided to head for the Fountain Place where everyone ate their fill...It was good food, good service and we did a lot of hangar flying. Some of the issues on the ballot were cussed and discussed and I think we solved most of the worlds problems.... now if we could only get the officials in power to listen to us. The group consisted of: Gary Miller and his son Daniel, David Sailors, Ed Endsley, Mike and Ann Bond, Don and Norma Wilfong, and three new members Volney Sigmund and Curtis and Jackie Turner. It was nice to see some new faces along with the regular gang...We hope they will become regulars at our meeting/potlucks and on our fly-outs. After our breakfast we headed to the foot of the Redmond Tower where we were all checked in (Security Check) and then we headed up stairs (there are a lot of stairs) where you emerge into a whole new world with a panoramic view of the surrounding area. If they were watching with binoculars I think they could see the planes coming and going from Bend Municipal Airport, Cline Falls Airport, Pilot Butte International Airport and maybe even Sunriver Airport.. Dwight and Kevin went out of their way to make our visit pleasurable, their friendliness and their willingness to answer our many questions made the whole visit not only a lot of fun but educational as well. Be courteous and let them know where you are and where you are going if you are in their area. We spent quite a bit of time up there visiting and enjoying the view. If you get a chance to talk to them (not on the tower frequency) be sure and thank them for everything. You missed a good time. Many of us have goodies buried in our flight bag that have not seen the light of day in years. This is the time to pass them around and make someone happy. The OPA board has asked me to put the a question to the membership. State dues have not risen in many years, but costs continue to rise. The OPA board proposes to raise the annual dues from $20/yr to not more than $23/yr. It seems like a very reasonable plan to me, but the OPA board would like to have a consensus from the entire membership before making the increase official. We will take a quick poll Thursday and I'll pass the results back to the board. The City of Bend had a Thank You party for the Bend Airport Ad-Hoc Committee. All the members received personalized aerial photos of the airport. That will be a reminder of their service to the city and soon will be a reminder of how far the airport has changed as a result of their efforts. CO-OPA was well represented on the Committee by Ed Endsley, Dale Evans and Ken Sandine. With luck the City will follow one of the Committee's recommendations and appoint a permanent airport committee to continue the fine work. You can see some of the results of the Ad-Hoc Committee's efforts in the recent changes at the airport. That work you have seen on the east side of the airport is the installation of utilities and a road. The city's goal is to be ready for ground breaking of a new factory on the east side by January or February. With luck maybe even a developer can be found next year to partner with the city and open up the rest of the east side. The Nelson Road relocation is nearing the final stages. The plan is to remove the old road, pipe the irrigation canal, and grade the area for a proper safety zone next year. Not having to worry about traffic on Nelson Road will landing on 34 is a big relief to me. I would like to thank again our last month's speaker John Taylor for coming out to our meeting. John spoke on his aviation business course and the general MHCC plan to turn students not only in to qualified pilots, but also into qualified aviation professionals. Aviation is about a lot more than just piloting. Also at the November meeting we conducted our annual elections. The entire board was returned to their positions. David Sailors will continue on as Secretary/Treasurer and Nancy Lecklider will continue as Vice President. Proving there is no accounting for taste I was re-elected as President. One of the benefits of the CO-OPA is to provide a time and place to share our experience so that all may learn and benefit from it. Sometimes old wives tales and plain old ignorance gets passed around as well. I am guilty of passing on some ignorance lately and wish to atone for my error. Recently I was pontificating to a few members about VFR-over-the-top. The FARs define it as "the operation of an aircraft over-the-top under VFR when not being operated on an IFR flight plan". Given the way the clouds pile up on the top of the Cascades this is an important operational detail. Often the weather is clear in the Willamette Valley and in Bend, but not on the crest of the mountains. I was under the impression that VFR-over-the-top was legal for Multi Engine Airplanes but not for Single Engine Airplanes. This is not true. After several weeks of discussion on AvWeb an FAA representative proclaimed that as far as he could tell VFR-over-the-top is legal as long as you are flying Part 91. If it takes FAA personnel weeks to decide how a rule like this applies I do not feel too bad about having had it wrong before. Karr, President Carolina Aero Club Hanging in the straps of his parachute and feeling the cold night air on his face, Brian Udell felt as if a freight train had collided with his body. As he struggled to inflate his life preserver before plunging into the icy waters of the Atlantic Ocean, he realized it had shredded with the force of the supersonic windblast. With his teeth and one functioning arm, Brian feverishly retrieved a one-man life raft that hung from a fifteen-foot lanyard off his right hip only seconds before entering the water. After popping back to the surface like a bobber on a fishing line, the salt water made him painfully aware of the open wounds, cuts, and scrapes that were strewn over his broken body. The thought of blood pouring into the water inviting sharks for a late night meal motivated him to attempt to get into the partially inflated raft. As he kicked his legs, Brian's lower limbs felt as though only a thread attached them. Exhausted and unable to enter the raft, thoughts of death quickly consumed his mind. Knowing he would be unable to survive the night under the extreme conditions, Brian began to pray. The next several hours of survival and the many months of excruciating rehabilitation make an almost unbelievable story. Brian holds the record for surviving the highest speed ejection from a U.S. Fighter Aircraft at nearly 800 MPH. He survived four grueling hours 65 miles off the Atlantic Coast in 60-degree water, 5-foot seas, and 15 MPH winds at night. SAFETY CORNER: by Joel Premselaar Spear a passing fish while you're standing on the shore. Missed, huh! Just in case you'd like to know, that's refraction at work. What's that got to do with flying (no, it wasn't a flying fish)? Puffing up and flaunting my ego, I'll deign to tell you. Let's start with the windshield. You can find G.A. aircraft with half-inch windshields that are installed with a significant slant. This translates into more thickness that you're looking through than a half- inch thick piece of windshield. Couple this with curvature and what you're looking at just ain't where you see it. Now fly several different aircraft and you have a good excuse for your lousy landings. If you think that's difficult to cope with, pity the poor naval aviator who's trying to hit a target or making a carrier landing. He/She has to peer through a highly sloped extra thick bulletproof flat glass plate. Aside from the carrier landing, the problem is compounded during supersonic speeds. Light rays bend as they pass through the optically denser air in shock waves. Low frequency vibrations (about 40 cps) blur your vision as you pass through the sound barrier. Be sure to keep all this in mind as you rip through the airways in that hellion of the cosmos, the Cessna Skyhawk. The expression "Oculogyral Illusion" is as ugly as the illusory phenomenon it defines. In layman terms, it simply means the dizziness you experience after spinning around. As a child, my contemporaries and I used to spin around to see who could remain standing after x number of turns. I discovered that I would not topple if I aimed an extended finger pointed at a distant object; try it - it's fun. As a consequence of performing successive rolls during airshows, I regularly experienced oculogyro illusion. I was able to cope with it by aligning a piece of airframe with a distant reference point. Of what interest is this to those of you who do not do aerobatics? I have to tell you that maneuvering to escape a mid-air collision can induce the subject phenomenon. Worse yet, turning your head at night or during instrument flight can induce it. I guarantee you that if you turn and bend over to pick up a pencil or whatever during night or instrument flight, you'll subject yourself to an oculogyro illusion experience. Now on to the "Gibson Effect." Many, many times you have watched even experienced pilots make a beautiful approach to a landing only to see them suddenly flare too high then --- uh oh, kerplunk! Of course this never happened to you so I'll try to explain why it happens to those other guys. First, keep in mind the case where while driving a car, near objects along side appear to pass rearward considerably faster than distant objects. Approaching a runway on let's say a 3? glide slope, there is a point that doesn't move; we'll call the aim point. Surrounding it will be some marks; e.g., tire marks, oil spots, painted runway markings, whatever. Now recall the car driving analogy. Closing on the aim point, the various markings in one's visual field appear to expand and, at a specific distance the markings will seem to explode radially from the fixed aim point (see the figure below). Those "other guys" will react in a predictable manner; I repeat ---uh oh, keplunk! Try this. Hold your thumb and index finger about half an inch apart and move them toward one of your eyes at a constant rate. Just before you touch your eyelash, your fingers will appear to jump apart. Do this in private or you'll find yourself surrounded by people in white coats carrying a straight jacket. What should that "other guy" do to remedy the problem? I know the FAA types won't like my solution; make a flatter approach to lower the perspective and the range rate to the aim point. Let's consider the concept of the aim point as it relates to the actual touch down point. Even on a navy type "no flare landing" on a runway, the main mounts do not hit the aim point. In fact, conducting a carrier landing in an aircraft with a long fuselage, such as the F8 Crusader, the eyeball's aim point to tail hook distance is what we had to consider. Since we're on the subject of landings, I guess it would be appropriate to treat the subject next month. I will present my way and the reasons for my techniques. Note that I use technique in the plural. I will address the landing techniques I use to cope with differing circumstances. My ways are heavily flavored with those of Uncle Sam's Navy. Don't try to pass an FAA check ride the way I advocate landing. I insist that they are considerably safer and less labor intensive. Aside from the FAA ride, remember that menus exist is because different people like different things. There are as many ways to land an aircraft as there are pilots, so if you're happy with the way you're doing it, it must be safe since you're still alive. I'll simply suggest ways to make it safer. Space Ship One This is the best write-up I have seen on the flight that won the "X-Prize". I have added a few photos ? You can download the video from: http://www.scaled.com/projects/tierone/video/X-Prize- flight-2.wmv Mike Melville on Space Ship One -- A report from Thomas Wall ------------------------------ I just had the extreme pleasure of speaking with Mike Melvill yesterday, the pilot of SpaceShipOne's first two flights above the Karman line of 100 km. MSL, and with his wife. He gave a 45-minute presentation to the Aircraft Owners and Pilots Association conference in Long Beach on Thursday, and got a several-minute standing ovation. I was able to speak with him for a short while after his talk. Since he was speaking to pilots, he didn't have to translate for the "general public" or pull many punches. He spent almost half of his time going over the flight controls and the entire cockpit layout inside of SpaceShipOne, explaining how it is flown. I think this is the first time this has been explained publicly in such detail, and it was amazing. There are actually four separate flight regimes, and each is flown differently. Just after launch, it flies like a piper cub, using a joystick and rudder pedals with mechanical linkages to the controls (no hydraulic assists). When it goes supersonic, the aerodynamic forces are too high to be able to move the stick, and the controls are subject to flutter. So they use an electrically powered trim system, flown using the "top hat" switch on the joystick and a couple of grips on the arm rest of the pilot's seat. (There are backup switches to the left of the instrument panel, which had to be used on one flight.) This moves the entire horizontal stabilizers, not just the elevons on the trailing edges. Eventually, they get high enough and the air gets thin enough that they can again use manual controls, although the response is totally different than lower down. But that goes away as they exit the atmosphere; the Reaction Control System nozzles are then used for maneuvering in space. Coming back down, the pilot has to reverse the sequence. There is no automated switchover of control systems; the pilot has to remember to move from one system to the next at the right times. The rudder pedals are not linked. Each controls one of the two vertical stabilizer rudders separately. You can push both rudder pedals at the same time, and get a fairly effective speed brake, with both rudders canted outward. Push both fully forward and they engage the wheel brakes. But these are not very effective and are only really useful for steering input during rollout. The real brake is on the nose skid: a piece of maple wood, with the grain aligned down the centerline of the airplane. He said it was the most effective braking material they could find. We talked about G forces on Tuesday, and I got some of it wrong. He says that he gets hit with about 3Gs kicking him backwards as soon as he lights the rocket motor. He's supersonic within about 9 seconds later. But he immediately starts to pull up into an almost vertical climb. So he also gets over 4.3Gs pushing him down into his seat just from that maneuver. The combined force is "very stressful" and Mike says it's "important not to black out" at that point. He's going 1880 knots straight up within 70 seconds. On re-entry, the aircraft goes from being absolutely silent while in space to generating a deafening roar as it hits the atmosphere again. He's going about Mach 3.2 by that time, and has to survive about 5.5Gs for over 30 seconds, and lesser G forces for longer than that, as it slows back down. It sounds really intense, both as he explains it and on the radio. A couple of interesting side notes: SpaceShipOne has a standard "N" registration number; but it is licensed as an experimental "glider". Apparently there was a huge bureaucratic hassle trying to license it as a rocket powered spacecraft, which they just sidestepped by calling it a glider. I asked him if it had a yaw string; he laughed and said that would have burned off. By the way, the registration number is N328KF, where 328K is the number of Feet in 100km. (White Knight is N318SL - Burt Rutan's 318th design.) Mike says that the flight director system (called a TINU) was developed completely in-house by a couple of 28-year-old programmers, and is absolutely fantastic to fly. That's why they don't need a yaw string. But I had heard over the radio that Brian Binnie had re-booted the TINU just before the landing approach during the X2 flight, and it took quite a while for it to come back up. So I asked Mike what that was about. He says that during re-entry, the TINU loses its GPS lock. So it keeps trying to go back to catch up, re-interpolate and compensate for the missing data, and this keeps it a little behind in its actual position calculations. The pilot has no straight-ahead vision at all, so they have a real issue landing: they can't see the runway! The way they do it is to fly directly down the runway at 9000 feet; then they do a (military style) break and fly a full 360-degree pattern right to the landing. The TINU gives the pilot a "blue line" to follow and a target airspeed (which produces a given rate of descent). If the pilot follows the blue line, right to the break point and through the two 180 degree turns, it will put him right onto the runway at whatever touchdown point he selects. But the TINU has to be absolutely current when this is going on. So at something above 15,000 feet they reboot the TINU and get it re-synched with the GPS satellites again before setting up for the landing! He also talked in detail about the rocket motor, and had photos of its insides after firing. The nozzle throat actually ablates as the motor burns, enlarging the interior throat diameter as the burn progresses. He described the problem they had on the June 21 flight: The rocket motor nozzle was skewed by about 1?2 degree to one side. This generated a surprisingly high lateral torque trying to turn the aircraft. If it had been up or down pitch rather than lateral, the controls could have handled it; but the lateral yawing forces were too great for Mike to compensate as the atmosphere thinned. The result was that he was pretty far off course. Mike says he reached apogee, rolled the spacecraft over, and was surprised to see the Palmdale VOR directly beneath him. That was 30 miles away from Mojave and a long glide home. He says it's amazing how fast a relatively small deviation can produce large distances when you're going Mach 3! For one of the static burn tests, they had fire and safety crews all standing a mile away, ready to duck if anything went wrong. In the middle of the test, Mike and Burt Rutan walked up to the front of the motor assembly and felt the pressure vessel that contains the N2O. Mike knew he was going to have this same thing strapped onto his back soon, anyway, and he wanted to know how much it vibrated, how hot it got, and how loud it was. It was deafening, literally. It turns out that, with the nozzles they use at high altitudes, it's actually not that noisy inside the spacecraft. But he still wears hearing protection. Scaled Composites seem to have fabricated quite a bit of the rocket motor themselves, including the N2O tank (which is also the structural core of the spacecraft) and the nozzle casings. It would be interesting to hear from Michael's friend exactly what parts SpaceDev designed and what they manufactured. I took lots more notes. Very interesting stuff. W. Thomas Wall STAY REAL! Nov. 20....It was cold, crisp and frosty with blue skies over Bend as we rolled our plane out of the hangar at Pilot Butte International and flew out to Bend where the other brave and hardy souls were gathering for the scheduled fly-out to Nampa, Idaho. Mike and Ann Bond (Cardinal RG N2123Q), Curtis and Jackie Turner (Apache N4387P), Bill and Betty Witt (Skylane N9944E), Ed Endsley (Ed rode with the Witts) and Don and Norma Wilfong (Skylane N20757) made up the stalwart group of flyers ready to break the surly bonds of earth and head East into the rising sun. I understand that Joel Premselaar was going to join us but had some problems with a frozen lock and couldn't get his plane out of the hangar at Sisters. "Sorry Joel" we missed seeing you and that pretty Bonanza. Ed Endsley has been duly warned that he is going to be in deep trouble if he doesn't start bringing his wife Sherry to the potluck/meetings and fly-outs so some of us can meet her....I have spoken with her on the phone and she seems very nice....I think she must be a remarkable woman to put up with Ed...snicker snicker !!! By the way Sherry...if you are afraid to fly with Ed you can ride with some of the rest of us.... A little after 0900 hrs (1000 hrs Mountain time) We headed for Nampa and encountered a bank of broken clouds from the Burns area on East almost to the Idaho border. This presented no problem as we cleared them at about 9500 to 10,000 feet. The Turners in their very recently and "beautifully" refurbished Piper Apache (this was their first cross country since the refurbishing) just about turned into ice cubes as their heater refused to function. As they went "way up" the temps went "way down"....I am not sure but I think I saw frost in their eyebrows when they landed at Nampa. The trip over was fairly uneventful and very pleasant until we (the Wilfongs) were on short final at Nampa, we were just off the end of the runway at about 100 to 150 feet when a C-152 cut right in front of us...(H e was not on the radio at all) I exclaimed "OH MY GOD" and it scared the "heck" out of Norma. I was able to pull up and to the right, add power and go around...we avoided an accident with the plane but I am not too sure about Norma...she was "pretty scared"... We (all 9 of us) went to the S67 Caf?, which is upstairs above the FBO and ate, they serve breakfast all day so even though it was noon in Idaho (Mountain Time) some of us were able to have breakfast. We enjoyed the food, the service was good (she never let your coffee cup get empty) and the setting was great as you could look out and watch the planes come and go. It as a good place to stop and eat and fuel prices always seem to be a little lower at Nampa.... 100LL was $2.92 a gallon. There was a cold wind blowing as we walked the short distance down to the Warhawk Air Museum. We were behind a cyclone fence with locked gates and couldn't get to the entrance of the museum....I pounded on a back door while Ed crawled through a very tight spot, at the gate, so he could get to the front entrance....by this time they opened the back door for us and Ed had to squeeze back through the fence again. We all entered and paid the nominal fee... $5.00 for adults and $4.00 for Seniors...(of course we were all much too young to qualify as Seniors) This is a very interesting Museum with a lot of mostly World War II memorabilia both from Aviation and non- aviation. You could spend hours looking at all the planes, jeeps, cars, displays and much more. They havea continuous movie going, with Bob Hope and others from the war years that would be interesting to sit and watch. It is also available for purchase. They have a gift shop with all kinds of stuff if you are interested. This is the second time some of us have been there and it was still just as interesting as the first time....I would strongly recommend it as a place to visit if you are looking for a place to go for the proverbial $100.00 hamburger and while you are there be sure to visit the museum. The Turners had to leave a little before the rest of us as they had guests and family showing up....their heater still didn't work on the way home....I bet they get that problem solved before they make the next winter cross country. After a bit the rest of us decided it was time to head for home so we walked back to the planes, checked things out and headed West. The broken clouds were still there and the Witts (with Ed) climbed above them and flew back at 10,500 or so. The Bonds tried it above the clouds for a while and then decided to come on back down, below the clouds and join the Wilfongs. The Turners were not the only ones who got cold on this trip...the Bonds had a malfunction with the pilots door and it popped open, it was getting mighty cold in the plane so they landed at Burns where they thought they had the problem solved...but....the door soon popped open again and they found that if they slowed down to about 100 or so they could manage without totally freezing. It took them a little longer to get to Bend but they had more time to appreciate the scenery. Everyone arrived home safe and sound, but in some cases cold...it was a great trip and one we will probably schedule again in the future...We missed those of you who couldn't make it and we will look forward to seeing you on future fly-outs.
